Wisconsin's 11 Federally Recognized Tribes


Every legal sportsbook in Wisconsin is operated by a tribal government. Under the federal Indian Gaming Regulatory Act (IGRA) and the state's Class III gaming compacts, only Wisconsin's 11 federally recognized tribes are authorized to offer sports wagering. The same framework applies to the upcoming online launch under 2025 Wisconsin Act 247 using a hub-and-spoke model.

The 11 Tribes

Three tribes (Oneida, Forest County Potawatomi, and Ho-Chunk) launched retail sportsbooks in 2021. The remaining tribes are eligible to add sports betting under updated compacts.

Why Tribes Run Wisconsin Sports Betting

Wisconsin does not allow commercial sportsbook licenses. All gambling expansion since the 1980s has flowed through tribal compacts negotiated under IGRA. Governor Tony Evers has consistently said he will not approve any sports-betting framework that treats tribes unequally; meaning the future statewide mobile market will likely include all 11 tribes as compact partners.

Hub-and-Spoke Model

Under the model authorized by 2025 Wisconsin Act 247, mobile wagers placed anywhere in Wisconsin will be deemed to legally occur on tribal land as long as the sportsbook server is located on a reservation. This is the same model used in Florida (Seminole Tribe). It preserves tribal sovereignty while opening statewide access.
